This political cartoon is about yet again how Theodore Roosevelt was going to get Panama no matter what (this can be seen in the cartoon because he is ignoring everything such as international law and Colombian protests). The cartoonists message on the issue is that Roosevelt is so crazy for Panama he is breaking laws and ignoring countries which is unethical and impractical. Other opinions I imagine another person might have on the issue is that we need to get Panama no matter what because it necessary for the strength of the United States. The techniques the cartoonist used to make thee cartoon persuasive was Labeling and Symbolism. Labeling due to the wagon saying Panama or Bust and bags being run over by the wagon stating things Roosevelt is ignoring such as Colombia and Treaties. Symbolism due to the fact that the elephant drawing the wagon represents the Republican party.
